The Speaker of the Lagos State House of Assembly, Princess Mojisola Lasbat Meranda, has committed a bill seeking to establish the Lagos State Research Trust Fund to a sub-committee of the House for further legislative action.
Meranda also emphasized the need for tertiary institutions in the state to actively engage in research that would drive innovation and contribute to Lagos' development.
The bill, sponsored by Hon. Gbolahan Yishawu, successfully passed its second reading on the floor of the House. It aims to create a State Research Trust Fund for the allocation, management, and administration of research funding to promote scientific and technological advancements.
Supporting the bill, lawmakers commended Yishawu for his initiative, noting that the proposed legislation would be instrumental in fostering innovation, economic growth, and technological progress in the state.
Yishawu highlighted the significance of the bill, stating that Lagos, as Nigeria’s economic hub, cannot afford to lag in scientific and technological development. He emphasized that a well-structured research and development funding system would enhance governance, stimulate industrialization, and position the state as a leader in innovation.
"The impact of this bill will be felt across every sector of Lagos," Yishawu stated, stressing that research funding would provide solutions to real-world challenges and strengthen the state’s economic competitiveness.
During deliberations, some lawmakers raised concerns over taxation but acknowledged the bill’s importance in advancing research and development.
Hon. Noheem Adams underscored the transformative power of research, citing the example of Alexander Graham Bell’s invention of the telephone, which has evolved into modern mobile technology.
The ad-hoc committee assigned to the bill will fine-tune its provisions ahead of subsequent legislative processes leading to its passage into law.
